Border evacuation challenges?
Assuming that Emily may likely hit the Mexico/US border, what evacuation challenges might either country face, given that residents can't just flee to a different country at a moments notice?

Actually they can.... Well americans can head south into mexico with just about complete freedom. Its similar to the canada border, but a bit more involved. No visa necessary, and need to bring a couple of pieces of ID and be prepared for a search. I'm not sure about the other direction however. And I'm certain the Mexican government would have a problem with thousands of Americans infiltrating their country. Well on second thought I don't think they would have a problem at all....

Americans fleeing to that area of Mexico would be in more danger than if they just steyed put. Much better to flee North. The main difficultly would be border enforcement against Mexicans coming north either to flee or to loot.
