If the models soon have another heading that not says Tropical Depression Five then yes they will upgrade.

If Dennis became the earliest that the 4th storm of a season had formed, I guess Emily will become the earlist 5th storm in record.

Sometimes Dvorak numbers can favor upgrades but if the NHC doesn't believe that the system deserves an upgrade, they won't do it.
