I've looked at Local NWSFO forecats from New Orleans to Niceville.
The "worst" local forecast is for winds increasing to 60-65 with gusts to 85.
That's more in line with a strong TS or cat 1.
Pensacola
Sunday: Periods of rain and possibly a thunderstorm. Some of the storms could produce heavy rainfall. High near 83. Windy, with a northeast wind 45 to 50 mph becoming east between 60 and 65 mph. Winds could gust as high as 85 mph. Chance of precipitation is 100%.
Gulf Shores:
Sunday: Periods of rain and possibly a thunderstorm. Some of the storms could produce heavy rainfall. High near 82. Windy, with a north wind 45 to 50 mph increasing to between 55 and 60 mph. Winds could gust as high as 75 mph. Chance of precipitation is 100%.
Niceville:
Sunday: Periods of rain and possibly a thunderstorm. Some of the storms could produce heavy rainfall. High near 83. Windy, with a east wind 50 to 55 mph becoming south. Winds could gust as high as 75 mph. Chance of precipitation is 100%.
That does not verify with what the NHC is stating - so someone is way wrong on this one.

Heres sundays forecast for Fort Walton Beach:
Sunday
Showers and isolated thunderstorms. Hurricane force winds. Locally heavy rainfall possible. Highs in the lower 80s. Inland... northeast winds 40 to 50 mph becoming east 60 to 70 mph with gusts to around 90 mph late in the afternoon. Along the coast...northeast winds 50 to 60 mph becoming southeast 65 to 75 mph with gusts to around 100 mph late in the afternoon. Chance of rain 100 percent.
Pensacola is slightly the same forecast.
