Kevin~ the Governor does that for several reasons. It is the 'thumbs-up' for local emergency management officials to make decisions based on their particular needs. It opens the door for shelters to open if people do not feel safe where they are (mobile homes, etc) it also gives the school officials to make decisions to close colleges and universities so that the staff and students can be with their families wherther they live in Pensecola or Miami. It also gives the police, fire and National Guard officials the authority to coordinate their emergency response teams. I know from last year that home and business owners would not have been able to get the help they needed from FEMA unless the state had been declared in a State of Emergency. It is necessary to protect everyone in the state, no matter where they live. Until the Governor makes this call, nothing rolls like it needs to.

A state of emergency also puts the anti-price-gouging laws into play. So in theory, hotel room and gas prices are now more or less frozen, which can benefit evacuees even if they're far from home.
