A vort max is the highest value of positive vorticity inside an area of positive vorticity....which indicates an area of cyclonic turning in the atmosphere (a trough). The presence of a vort max means heights will be falling as the vort max moves through...so it allows for the recurvature or turning of a hurricane because of a weakening ridge.
