NO, they really don't and they're constantly talking about it. They have no idea how to get everyone out of the city who cannot evacuate. They talk about using the public transportation system to bus people out of the city, but they say that's no where good enough.
You know, I've been thinking about this. Since the city will fill with water, the RTA is going to want to get it's fleet of buses out of the city, I would think. So, while moving your bus fleet to higher ground, fill them with people. Seriously, this would kill two birds with one stone.
Yes it would, but it would still leave thousands stranded. Could imagine the mass hysteria if the public was told they needed to get on buses to get out of the city, then once they were there all the buses were full and there was no other way out? It would be like that scene on "Titanic".
