Not in the least......same effects....minimal wind damge, tons of rain!!!

Of course it does, why do you think there are classifications based on pressures and wind speed. Wind damage just like earthquake damage is due to the exponential force brought on by the increasing magnitude whether it be wind or earthquakes. It definitely makes a difference, ask anyone in the Navy how it affects the sea alone. So to answer your question. YES!

I do agree with you, if all we have is gust reports and no evidence of sustained then its not a hurricane, however we must err on the side of caution. 992 certainly supports Min. Cat 1 status.
