I think Cindy has a chance to reach hurricane strength.
I think Cindy has a small chance to reach hurricane strength before landfall based on how well she looks on satellite. IMO

If it's a huriricane, they need to label it such, as soon as they know. The people in the path need to know it's reached hurricane status, if merely so they can hunker down more than already. Correct information, even if not what you wanted to hear, is always better then keeping people in the dark "for their own safety."

If it was for R-man, then there's no need for that. R-man could be reading threads later than you and in a different order. Maybe he hadn't seen where anyone else posted that the speed was up to 70 mph. There are a gazillion threads going on anyway since people continue to...ahem...create new ones rather than continue on one that's already been created about the topic.
If it was for Lyons, a simple "duh" would suffice. And make sure you're clear who you're directing it towards.
