All I see are 15-25 kt winds at that buoy web site. Current winds are SSE at 12 kts.

A squall came through between 1110 and 1120. Afterwards, the winds diminished.

I am not the professional Met here, but I know data. Let me break it down for you:

Buoys record the average wind over 10 minutes ala the 10 minute increments in the data above. Whatever that reading is (for this particular buoy) at 50 past the hour is what is recorded as the wind speed for the last hour. NOAA now gives us the advantage (with the new buoys) of now seeing what happened during the last hour not just 50 past the hour.

Therefore, the data you see above is the data that was taken during a squall between 1110 and 1120. At 1150, however the 10 minute average was only 12 kts. I hope this helps.
