If surface observations support data that reveals strong winds more than 25kts yes.But rapidly it is running out of water.

the center is hardly moving based upon very close up GARP visible sat images. There appears to be some easterly shear presently over the system, which should preclude any rapid intensification from occurring

Probably not due to its proximity to land. I believe it may already be a depression due to surface winds and the bursts of convection.

I hadn't really noticed that until you mentioned it, but I have a 4 hour hi res loop running and it doesn't seem to have moved much at all, certainly not like last night when it moved at a pretty good clip off to the west. I guessing the center is around 19.7/95.5 is that about what you are seeing ?

I wonder what the chances are of stalling out down there for a while are?

Now with recon going we will have a much bettter idea if it will be classified at 5 PM and I think now that yes it will.
