You have to read this- I guess their definition of a hurricane is slightly different from ours:

I meant to comment on this earlier today...
I have been monitoring this system for several days now as it crossed Europe and now Asia. This was actually a VERY occluded low pressure center. It looked very much like a hurricane -- something that is somewhat common of mature systems that exit from the Atlantic. They cross Europe will little change in terrain to rip it apart and by the time by enter Asia, they are very wrapped up, occluded features. Anyway, with this particular low, many gusts in the 60s and 70s were reported, however observations were limited. (I mean, this is Russia...)
Anyway, after striking Western Russia, this system moved... and fast. It's already along the Siberian/Mongolian border. Believe it or not, but the remnants of this system can bring extra cloudiness, gusty winds, and rain to parts of the Aleutian Islands by the end of the week.
