15 N/65 W would put it well north of that area of convection crossing the islands which looks like an open wave.

The last time I can say with certainty that I saw a quote like that was August '97. It seems to me that I have seen at some point since, but I can't pin down a possible time period.

Its quiet for now; the question is how long will it stay quiet? No one knows. Conditions will IMO become more conducive to development over the next several days.

Actually, the last time that phrase was used was 2002. From August 9th to August 29 there was a null period.
Maybe 2000 is what I'm thinking... That was the year of the sheared system.

In August 2002 I was on a taxpayer funded six-month cruise of the Mediterranean Sea.

I think the only attention I paid to the tropical Atlantic that year was in September, and even then I was only looking out for anything that could interefere with a smooth sail back to home.
