Yes, http://www.nrlmry.navy.mil/tc_pages/tc_home.html is the main tropical page at the Navel Research Lab (NRL). The other link that I gave you, http://tcweb.fnmoc.navy.mil/tc-bin/tc_home.cgi is the back-up site at the Fleet Numerical Meteorological and Oceanographic Center (FNMOC).

I'm not sure why NRL hasn't posted 90L. I haven't seen anything concerning a problem at NRL and their satellite images for both 94S and 04W are current, so it may be an internal issue of some sort.
