THE COMBINATION OF A TROPICAL WAVE AND AN UPPER-LEVEL LOW IS
PRODUCING CLOUDINESS AND NUMEROUS SHOWERS AND THUNDERSTORMS OVER THE
EASTERN CARIBBEAN...INCLUDING PUERTO RICO AND THE VIRGIN ISLANDS.
THIS ACTIVITY SHOULD CONTINUE TO SPREAD SLOWLY WESTWARD DURING THE
NEXT DAY OR SO WITH NO SIGNIFICANT DEVELOPMENT.
TROPICAL STORM FORMATION IS NOT EXPECTED THROUGH TUESDAY.

Nah--they look at the models--but it is not of public concern IE announcable on NOAA Radio until it begins to verify--It will probably be days before this changes.
But notice this--they are coverred as the models dont forecast anything for a few days and the TWO (I think) only goes out 36 hrs. With this line, they leave the door open beyond the next day or so--I was making jokes and picking at the TWO last night but I think this is actually legit.
