I really think the downfall of this plan is the fact that south of NOLA metro must begin to evacuate 50 hours prior to TS winds. I can't see anyone in south LA. evacuating that far out. If they don't and they all hit the highway at the same time we will have the same traffic jams we had for Ivan and Georges.
