83 knots at flight level (1525 meters) -- probably a minimal hurricane.

Eye not completely formed - open to the SW

Also, stronger the storm gets before landfall, better chancve it will hold up during the crossover, espicially if it moves quickly.

so that would be 96mph - we then reduce it by 10%, correct?

which would make it approx 87mph. thus getting fairly close to cat 2, right?
