I say IF it gets better organized in terms of a LLC forming and upper conditions improve yes but otherwise no so right now i will go with a 50/50 chance to see 90L.
IT is getting interesting. I think unless the shear lessens then only copius amounts of precip from this The NCEP discussion is hinting at possible development though
Some of the tops of the clouds go up to 50,000 feet meaning they are cold.But as others noted mr shear is pretty strong in the area especially in the northern caribbean and it will preclude anything to get going.
