hurricane alley probability chart

According to Hurricane Alleys probability of strike chart they have the Bahamas at High risk, from approx Broward to north of Palm Beach with moderate risk and northern Florida to the Carolinas at a low risk. Is this to assume they may believe that some of the storms that could come through the Bahamas would have a drastic curve to the North and then become a fish??? Please explain. I am a little confused at what I am looking at I guess. Thanks

I wouldn't put too much emphasis on that chart, it is just basically made by connecting the various patterns of the months before hurricane season and the actual landfalls.
