Cyclone Harvey intensity

What was the verdict on Harvey's intensity?

I think JTWC underestimated it. Sustained winds of 50 knots seems kinda low, most likely due to the small size of Harvey.

I'm just curious what Harvey would have been ranked on the Saffir-Simpson scale.

Bureau of Meteorology in Austrailia had Harvey at 110 mph (1-min avg) prior to landfall. This also supports news reports of 130-150 mph (1-min avg) gusts during landfall.
