The NWS office out of Houston said that the ETA is painting a dry forecast for us here in Southeast, Texas. Is that right?

Yes. ETA continues to take the low on a southerly track, but has colder air in place. According to ETA, the precip stays offshore all along the NW and central gulf coast. GFS is predicting the low travels closer to the coast, but with slightly warmer air in place. However, the precip shield is overrunning the cold air.
