Look at 31.5/35 west it is staying around that area. If it where to move to the south or west. Then there would be a chance?
As for Otto it still has some convection on the southern side of the cirulation with a well defined Cirulation. I could almost say that it could of been a depression for a few more hours but who's the boss.
