Uh, I don't think so. Broad center about 80 miles across, no convection within 150 miles of the center. Not even remotely tropical, no matter what the NHC says. Not a storm, either, according to Dvorak (1.5). "Otto" looks much better near the Azores. And the NHC discussion says it's subtropical:

REPORT OF 995 MB FROM BERMUDA. AS IS THE CASE WITH SUBTROPICAL
CYCLONES...MOST OF THE CONVECTION WITH NICOLE IS DISPLACED WELL
EAST OF THE LOW-LEVEL CENTER.
