I think max flight level winds of 20KT are the lowest I have ever seen in a vortex message.

Nope.

TROPICAL WEATHER OUTLOOK
NWS TPC/NATIONAL HURRICANE CENTER MIAMI FL
530 PM EDT THU OCT 7 2004

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

A RECONNAISSANCE PLANE HAS BEEN INVESTIGATING THE AREA OF DISTURBED
WEATHER IN THE WESTERN GULF OF MEXICO AND SO FAR IT HAS FOUND A
BROAD AREA OF LOW PRESSURE WITH LIGHT WINDS EXCEPT IN A FEW
SQUALLS. ALTHOUGH SATELLITE IMAGES INDICATE THAT THE SYSTEM HAS NOT
BECOME ANY BETTER ORGANIZED...SOME MODELS SUGGEST THE DEVELOPMENT
OF A TROPICAL OR NON-TROPICAL LOW DURING THE NEXT DAY OR SO. EVEN
IF THIS SYSTEM DOES NOT DEVELOP FURTHER...IT IS EXPECTED TO PRODUCE
LOCALLY HEAVY RAINS AND STRONG GUSTY WINDS OVER PORTIONS OF THE
NORTHWESTERN AND NORTHERN GULF COAST AS IT MOVES NORTHWARD TO
NORTHEASTWARD DURING THE NEXT COUPLE OF DAYS. ANOTHER PLANE IS
SCHEDULED TO INVESTIGATE THE AREA ON FRIDAY.

From 1010 to 1007 MB just today is a pretty good drop. I think we have something here.

I doubt it. The pressure was ESTIMATED until now.

I don't forsee anything coming from it other than a lot of rain.

20 kt? My ceiling fan blows faster than that.
