I will give you one hint... and one hint only... the passage
is in the Old Testament... you know, the part of most Bibles
where the pages stick together because they have never
been read
But that is the only hint you will get

I wasn't thinking about the religious stuff at all-- technological. If we could control the weather, we could at least try control the climate, which means the US won't have to abide by Kyoto, etc.
Hurricane control could prevent or inflict major loss of life & industrial and political damage. Scary stuff. I do NOT advocate such technology-- it's too dangerous, and we're already seeing some global warming and polar ice cap melting. Mother Nature uses hurricanes to transport heat and energy-- I don't think we should mess with that.
But I saw on TV last week a documentary about using weather control as weapons-- and they said we were trying to seed/control hurricanes back in the early 1960's but gave it up.
I wonder if we've trying other things now? Check out HAARP if you wanna scare yourself! http://www.haarp.alaska.edu/

So much for all you guys who claim to be in the "Bible Belt". The passage that Ivanova is surely referring to is the very famous "God controls the weather" speech in Zecharia 14:16-19
14:16 And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the LORD of hosts, and to keep the feast of tabernacles.
14:17 And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain.
14:18 And if the family of Egypt go not up, and come not, that have no rain; there shall be the plague, wherewith the LORD will smite the heathen that come not up to keep the feast of tabernacles.
14:19 This shall be the punishment of Egypt, and the punishment of all nations that come not up to keep the feast of tabernacles.
Didn't you guys pay attention in Sundey School 101?
