Confirmed: Mobile cops are headed back to base

[Update]: The dispatch has announced that for the next hour, police, fire, and EMT units will only be dispatched for life-threatening emergences. After the hour is up, they will not be going out for any reason.

Dispatch is now telling all units to avoid certain areas, as they are "now under water"
