I agree that the definition of fish is not clearly understood. Jeanne has already hit land so it can not be considered a fish. Just because it doesn't affect the CONUS doesn't make it a fish. It can "go out to sea" which would be much better terminology especially in difference to our friends in the Caribbean and Bahamas.
Don't mean to sound preachy but sometimes we forget that our area isn't the only one.

not likely to go fishing
First, I recognize this storm has already impacted Puerto Rico and I hope that with all the rain they're getting, all our friends fare well. Second, I strongly doubt that Jeanne will be a fish. Everything about the synoptic setup suggests she will eventually face a building high pressure ridge off the East Coast. This should halt her northward progression and turn her back west. I don't know if it will happen east of S. FL, GA, SC, etc., but I would be extremely surprised if Jeanne fails to make landfall somewhere along the SE coast in 5-8 days.
(Of course, if she plows into Hispanola, she could just completely fall apart)
