It is NOT mandatory...just highly recommended.

They do it this way. Until the storm is almost imminent they maintain it as voluntary but highly recommended. This is how they did it with Georges...then the mayor comes on the day it is going to hit and makes a statement like "If you can leave, leave. If you are staying, go to a shelter. If you are doing neither, don't call us. We aren't coming for you."

Mandatory for Plaquemines and St. Charles Parishes, voluntary for Orleans, Jefferson, St. Tammany and St. Bernard Parishes.

Well, it's about as close to "mandatory" as it's gonna get at this point. The words from the parish president were very serious.

I was on the phone while trying to listen to the press conference and I heard "MANDATORY" -- so if they said it and it wasn't, why'd they say it??

Needed to know so I could send it out via pager.

Thanks, Sunny and Linda. :)

Mandatory for St. Charles. Not for New Orleans. Highly recommended, but not mandatory.

Second post in this thread -- I was asking where they called for mand evacs (on the press conference, because I didn't hear it). Then I got berated for saying "mandatory" -- although that's what I heard. Then you and sunny clarified and told me where the mandatory evacs ARE and not where they are NOT. :)
