Upper level low near Cuba

This is disrupting the northern/northwestern outflow a little bit right now

That's a ridge over western cuba (anti-cyclonic, clockwise motion), but yes it is disrupting the outflow on the NW quad. There is also a lot of dry air to the NW of the storm, and if it can get entrained into Ivan, there will be a slightly less chance of a Cat 5.

Would someone be kind enough to explain the two different sets of indicators on this graphic? The orange lines are wind direction, but what do the yellow ones represent? What do the numbers mean?
