Allen, Gilbert, Mitch stronger than reported?

If Andrew was reevaluated, as least in part, upward because research showed that surface winds were about 90% of 700MB winds rather than the 70% of 700MB? Wouldn't we have to revise the estimated wind speed of these other storms the same way? ie Allen originally reported as 190 MPH was actually 235 knotts at 700MB, discounted at new 90% level for estimated 220 knott surface winds or 240MPH?

I dont know about the analysis pt but Ivan is stronger at this pt than Gilbert And it wrecked havoc on Jam God bless those people if the eye hits them.

Does anyone know when the change to 90% reduction for surface estimate occured?
