Why Frances is 95-100KT

NHC used the wrong conversion factor, plain and simple. According to the Franklin (1998) ne uses 90 percent of the 700mb winds. NHC seems to have used the 850mb conversion with the 106KT wind, which yields the 85KT they discussed

I noticed that also. Should be 95kts, but they state 85kt surface winds, and the official advisory keeps it at 90kt. Weird.

i think they are just compromising between the flight level winds seen a couple hours ago (95kts surface)...and the much weaker sat estimation seen now (65-90kts)
