What Brent answered is indeed the reason for the use of "bump."

It should really be done after say an hour or two in a busy forum (such as this one). The worse time it's done is when a thread hasn't been buried and someone bumps it up within five or ten minutes.

What I don't quite understand is why sometimes "bump" is used and there is a response to that thread (tends to be by the person who created the thread, but not necessarily).

and theres always somebody falling out of the boat waiting for flipper
