Why are they saying tropical storm 7?

Why are they saying tropical storm 7?

Is this a mistake or did they up it because the models initialized it stronger and it will be upgraded at 11?

It should be tropical storm Gaston at 11 A.M. because on the NRL site they have it at 35kts which is 40 mph tropical storm.
