The Bush Administration were seen as cheering on (in public statements at the time) an ultimately unsuccessful coup attempt against Venezuela's President in April 2002. Chavez hasn't been our President's biggest fan since then (a feeling that's mutual). he once famously called bush an a-hole in a speech.

Protecting lives should take precedence over childish political retaliation, if that's what resulted in this situation.
Would Venezuela appreciate it if the U.S. Government barred Venezuala from access to its satellite info. and info. from its hurricane reconnaissance missions if a rapidly intensifying hurricane were bearing down on Venezuela? Of course, I'd never advocate such a step.
For those who blocked the reconnaissance flight, this is something they would do well to ponder.
In the end, the Venezuelan government should have permitted the reconnaissance flight without exception.
