ULL Losing its grip-Caribbean open for development

Anyone else notice that the TUTT seems to be losing its grip. From the 2:00 AM update they said that shear has lessened in the Caribbean and that becomes obvious when you look at Wator Vapor loop. Now I'm not saying 97 will come back but at least it would have the opportunity to. And even if it doesn't this would at least mean the Caribbean is now open for future development.
