What if they had been shot down?

I seriously doubt that any American President would have ordered the first plane shot down short of the hijackers declaring that it was their intent to crash the plane into a building. It is just so far from what we expected I just don't see how anyone could believe that it would really happen. Had it happened that way I would be asking why just like most citizens.
