advice on dealing with a neighbor

Do NO SUCH THING!
What you need to do is view this as a test from God. Instead of being confrontational, do something totally unexpected and nice for him (baking a big fat apple pie would be a good start). This good gesture on your part may well be the spark that ignites a lasting friendship. (Stranger things have happened.)
It will then be much easier and less stressful to get the mailbox and other annoying situations involving this neighbor resolved. That's because it's hard to be nasty to someone who's nice to you.

P.S. It may well take many kind gestures on your part to get him to change his disgusting behavior but he'll come around eventually.

yeah...great idea, christain like and all that, and might work for some. However....I am not in the least bit obligated to turn this man's life around. However....I can give you his address and you can mail him the pie as a good will gesture on my behalf

Perhaps he will show his gratitude and invite you to the next local cock fight in town.
