Here are some threads on this issue: Will they retire Isabel?" | Retired names for 2003 | What names will be retired for 2003 (SO FAR)?"

Isabel, Fabian, and probably Juan. No other Atlantic storms have a chance, though. Claudette, no (IMO), Ana: NO! Maybe an EPAC one (Ignacio or Marty). After all, EPAC storms are being retired more in recent times. In 2001, Adolf was retired (I don't remember why, does anyone know?), in 2002, Kenna. So it's possible there.

Adolph was a category 4 hurricane (on the Saffir-Simpson Hurricane Scale) that tracked parallel to the coast of Mexico and did not directly affect any land areas. Its maximum winds of 125 kt make Adolph the strongest and only category 4 hurricane on record for the month of May in the northeast Pacific Ocean. So simply put, Adolph was retired because it was such an oddity. That's the reason why retiring Ana isn't so farfetched, although I don't see it happening.
After reaching a peak intensity of 145 kt, Hurricane Kenna made landfall near the fishing village of San Blas, Mexico, as a category 4 hurricane (on the Saffir-Simpson Hurricane Scale) with 120 kt winds. Only an unnamed hurricane in 1959 and Madeline in 1976 are known to have been stronger at the time of landfall than Kenna. Kenna was responsible for four deaths.

I see the NHC is going to use the name "Alvin" in the 2007 season, which seems to be quite an oddity since the closest approach to the Mexican Coast was about 150 miles away from Alcapuco, Mexico ... and NO tropical storm force winds were reported along the coast ... I don't remember what kind of rains fell along the coast and what not, but why Adolph was retired remains a mystery to me ...
And ANA does not need to be retired, period, for just being an oddity and the first Tropical Cyclone to form in the month of April in the North Atlantic ...

Adolph was retired simply because it was an oddity. It was the first category 4 in the NE Pacific in May. With that said, I still feel Ana should not be retired, although it should not be discounted.

The affected countries have already made their requests to the RA-IV committee to retire the names that I listed. At the WMO RA-IV meeting replacement names will be selected, but the names being retired are already known. Incidentally, at the upcoming meeting a replacement name will also be selected for Lili of 2002.
A member country could, I suppose, object to a name being retired, but I have never heard of such a thing happening.
