Forecast Map to come out soon, but Some thoughts now...
IMMINENT change to rain for Philly and NYC. With the low STILL being progged to come this close to the coast, Philly and NYC can NOT with a SE wind, hold onto frozen precipitation. MOST of Jersey, barring extreme NW Jersey will see a changeover from snow to mix to probably even rain. This IS an interior storm, with a high pressure moving out to sea like that, that will do two things to majorly hurt the coastal plain. ONE, it will keep the low hugging the coast, which will(#2) allow the cold air layer to be eroded VERY quickly along the coastal plain. The coastal plain can NOT and will not hold onto frozen precipitation with a strong SE wind such as the one progged. Inland interior areas that got hit hard in the NE last time, should prepare again for another pounding. With a foot or more of snow acrossed interior NE and upper New England. Most of central and northern jersey, should see a few inches of snow before a change to a mix(maybe a period of icing) before going quickly to all RAIN. NW Jersey may hold onto snow with a period of mixing but maybe not rain. Southern Jersey will flash from a few inches of snow to all rain quickly withOUT any signifigant ice. This may be a case where IAD and northern VA see MORE snow or ice then PHL or NYC or Jersey barring those SE winds which the MA will NOT have to deal with. Expect a map out shortly.
