Since 1851, I found that 1887 (which featured 19 storms found by the AOML/HURDAT reanalysis project, and not the 17 originally thought) indeed had a pre-season storm (Tropical Storm #1 formed on May 15th, 1887 and a post-season storm formed on December 7th, 1887 (Tropical Storm #19)

And 1953 ... Tropical Storm Alice on May 25th, 1953 ... and Tropical Storm #14 formed on December 8th, 1953 (00z) ...

Mike that is a very interesting piece of data that shows that december may have tropical cyclones form and this 2003 season has been one of the most active seasons as a whole including TD,S,TS and hurricanes.
