I think this has a greater chance for development. It has plenty of thunderstorms and a good circulation. All day, it was getting better organized. Of course, they probably won't upgrade it because it's over and they don't want to have to change all of the end of season totals. Seriosly, though, it is pretty well organized. Here is the link.

The circulation is now even more impressive. Convection is now on the east, north, and west side. Come on NHC! At least mention it. Unfortunately, nrlmy.navy.mil isn't working, and neither is the GOES East site, but nonetheless, it is pretty impressive.
