Yeah, I agree. Response plans need to be written so that they handle all severe weather events, whether or not a named storm is involved. The NHC should not have to change the criteria for defining a tropical storm so that emergency management can adequately respond.


Do they not make decisions based on the wind and rain hazard alone? Surely 20 inches of rain is 20 inches of rain, whether it comes from a tropical cyclone or a tropical disturbance it is going to cause flooding regardless, so why not take the same mitigation action in both cases? Seems illogical to me to decide against doing what should be done purely because it doesn't have a tropical cyclone classification.


I live in the city of Boiling Spring Lakes, which is just a couple minutes north of Southport. The problem was, that all the local mets were saying up to 6 inches of rain from this storm. The local school systems rely on the local mets more than national, because a vast majority of the time, the local mets know the local conditions more accurately. The weather in our area can vary from mile to mile, even block to block so frequently, that we have vastly different weather conditions from what Myrtle Beach is having (30 minutes down the road), if the local powers that be followed national guidance every time, our kids would never be in school. I have had a bright sunny day, when 5 minutes down the road, they will have hours of rain. The school system in our county probably did better than the county that Carolina Beach is in(10 miles across the river as the crow flies), because they announced a 2 hour delay. Most of New Hanover County didn't get the rain we did, because 1 major rain band dumped an ungodly amount of rain on us over a 2 hour period. That rain band barely brushed Wilmington, but Carolina Beach, Southport, Boiling Spring Lakes, Bolivia, Supply, and a few other areas got dumped on. it was a voluntary work day for teachers in our area, and there were about a dozen that got trapped in the school overnight, because their cars got flooded in the parking lot during the deluge. This was long winded, but it was to say that. please don't fault the local school system, for not making a tough call, when everyone was prepped for a 6 inch rain storm. If I wasn't a member here, I wouldn't have had any inkling that this could have been worse than what was locally forecast.

To be honest it was worse than a lot of named hurricanes. Sometimes people think it will not be bad if it is not named. This site is fantastic in explaining all storms. The flooding was just unreal!
