The 2003 hurricane season has been one of many records including the first ever tropical storm in april (Ana).Will 2003 have for us one last record of forming a tropical system in December or January or the season is in the books?.
My opinion is that the 2003 hurricane season is in the books.

I'm pretty much closing the books now for 2003. The room for one more storm did not materialize fully (Invest 97L) as I originally expected and felt that the potential would come from further east, and not the Western Caribbean ... (the overall pattern never really supported such for a WCarib storm.) ...
Though 97L did not fully develop, as far as the Islands go, this was just as bad as it can get in regards to torrential rains, something that I well foresaw about 5-6 days in advance ...
Preliminary numbers for the 2004 season will be forthcoming in the next few weeks ...

This season is over...with only about 2 weeks left approximately the chances of a storm developing will get even more remote with every passing day.
Although people may say that Lenny formed after this date you have to keep in mind the fact that 1999 was a moderate La Nina year and the fact is that it is rare for a storm of such intensity to form so late in November
So basically Lenny was a rare event and not the norm.
All of this is just My opinion of Course.
