Question about the No Name in the Indian Ocean...

There is a No Name storm in the Northern Indian Ocean/Southern Arabian Sea that looks to go ashore in Somalia. Is this something that happens with any frequency, or is it pretty rare? Here is a link.

Isn't there a cold current near the Somali coast that usually kills or dramatically weakens any TC's that venture that way?

Westerly shear now causing weakening...won't be much of a system once it moves inland.
