area east of the Islands:

Tropical Weather Outlook

Statement as of 10:30 PM EST on November 6, 2003

For the North Atlantic...Caribbean Sea and the Gulf of Mexico...
A large area of disorganized showers and thunderstorms is located
several hundred miles east of the southern Windward Islands. This
activity is associated with a westward moving tropical wave and
significant development of this system is not expected.
Elsewhere...tropical storm formation is not expected through
Saturday.

Yes but it does say that significant development is unexpected. Maybe the NHC is in November denial and doesn't want anymore storms lol
