NWS in Puerto Rico are not completely sure the TD will go north.....

NATIONAL WEATHER SERVICE SAN JUAN PR
430 AM AST TUE OCT 14 2003
T.D. 19 LOCATED ACROSS THE CENTRAL TROPICAL ATLANTIC MOVING SLOWLY
WESTWARD...AND FORECAST FOR THIS SYSTEM UNCLEAR BEYOND THURSDAY AND
FRIDAY. MOST MODELS WANT TO PULL THIS SYSTEM NORTHWARD IN A FEW
DAYS...BUT THERE REMAINS THE POSSIBILITY THAT IT COULD REMAIN FAR
ENOUGH SOUTH TO APPROACH OR SCARE THE LESSER ANTILLES. THIS ONE WE
WILL HAVE TO WATCH A FEW MORE DAYS TO SEE IT ORGANIZES...AND
RESPONDS TO MID LATITUDE SYSTEMS SWEEPING ACROSS THE ATLANTIC
