why is HPC issuing advisories?

Close, it's the Hydrometeorological Prediction Center....

Looks like they have the cold front behind the wind shift in the BOC, though. And the low center is actually on the front not detached to the southeast.

HPC is issuing advisories on Tropical Storm Kate in the far eastern Atlantic. Kinda strange IMO, even though, Kate has the appearance of a hybrid, it's just a sheared tropical system (which I find kinda odd.).
Possible problems at the NHC/TPC today?

answer to my own question
Well I emailed NHC and asked why HPC was issuing advisories. Todd Spindler emailed me back and said it was a "backup contingency test". For a second I thought maybe NHC got shut down due to budget cuts.
