almost always these tropical systems be started from extratropical cyclones (cut-off) to below 1000 hPa.
It could be one or a combination of several factors. Were conditions favorable for a long enough period of time? Perhaps there was some interaction with the islands of Corsica and Sardinia? Was there any sort of dry air in the vicinity? It seems the system was moving and may not have been clear of land interaction for it to sufficiently develop.
