The highest winds reported so far at the Taipei airport are about 68 mph with an inch or two of rain but I wonder if the instrument can keep up with these rainfall rates.
Edit: Maximum rainfall amounts reported in the Taipei City district are at about 2.25 inches or so with much higher totals in and around New Taipei City.

Soulik was probably the highest sustained winds I've seen in the 10 years I've lived in Taichung. Last night started out windy without rain, the rain slowly mixing in. Taichung, which is normally protected by the high mountains, looked about the same as James's video did around 10 last night, if with less rain.
Right now we have solid uninterrupted heavy rain, but not the kind of deluge that Morakot or Mindulle brought. Outside of some unwisely developed mountain areas I don't think we'll have serious flooding.

2. 6 HOUR SUMMARY AND ANALYSIS.
TYPHOON 07W (SOULIK), LOCATED APPROXIMATELY 45 NM WEST-
SOUTHWESTWARD OF TAIPEI, TAIWAN, HAS TRACKED WESTWARD AT 14 KNOTS
OVER THE PAST SIX HOURS. ANIMATED MULTISPECTRAL SATELLITE IMAGERY
(MSI) REVEALS TY 07W HAS MAINTAINED ITS GOOD OVERALL STRUCTURE AND
TIGHTLY CURVED BANDING AS IT CROSSED OVER THE ISLAND OF TAIWAN AND
INTO THE TAIWAN STRAIT. AS THE SYSTEM CROSSED THE ISLAND, THE LEE-
SIDE JUMP PHENOMENON CAUSED THE LOW LEVEL CIRCULATION CENTER TO
SHIFT ABOUT 30 NM TO SOUTH OF THE PROJECTED TRACK. THERE IS HIGH
CONFIDENCE IN THE CURRENT POSITION BASED ON THE AFOREMENTIONED MSI
AS WELL AS HOURLY RADAR FIXES FROM RCHL AND RCWF. THE INITIAL
INTENSITY WAS LOWERED TO 75 KNOTS BASED ON DVORAK CURRENT INTENSITY
(CI) ESTIMATES OF 77 KNOTS FROM PGTW, KNES, AND RJTD, AND TAKING
INTO ACCOUNT THE DEGRADATION OF THE LOW LEVEL FLOW APPARENT IN THE
RADAR IMAGERY. UPPER LEVEL ANALYSIS INDICATES A MARGINALLY FAVORABLE
ENVIRONMENT WITH GOOD OUTFLOW, PARTICULARLY IN THE EQUATORIAL
CHANNEL. HOWEVER, VERTICAL WIND SHEAR (VWS) HAS BECOME MODERATE (20
KNOTS) AND CLOUD TOPS IN ANIMATED WATER VAPOR IMAGERY HAVE BEEN
WARMING, INDICATIVE OF A WEAKENING TREND. TY 07W IS STEADILY
TRACKING NORTHWESTWARD ALONG THE SOUTHWESTERN PERIPHERY OF A DEEP-
LAYERED SUBTROPICAL RIDGE (STR) ANCHORED NORTHEAST OF THE SYSTEM.
3. FORECAST REASONING.
A. NO CHANGE TO THE FORECAST PHILOSOPHY SINCE THE PREVIOUS
PROGNOSTIC REASONING MESSAGE.
B. UNDER THE STEERING INFLUENCE OF THE DEEP STR, TY 07W IS
FORECAST TO QUICKLY TRACK NORTHWESTWARD ACROSS THE TAIWAN STRAIT.
THE SYSTEM WILL MAKE LANDFALL OVER EASTERN CHINA PRIOR TO TAU 12
WITH A FORECAST INTENSITY OF APPROXIMATELY 65 KNOTS. AFTER
LANDFALL, TY 07W IS EXPECTED TO BEGIN A NORTHWARD TURN AS IT ROUNDS
THE STEERING STR. THE SYSTEM WILL DISSIPATE AS A SIGNIFICANT
TROPICAL CYCLONE OVER LAND BY TAU 36 DUE TO FRICTIONAL EFFECTS.
DYNAMIC MODEL GUIDANCE REMAINS IN VERY TIGHT AGREEMENT WITH A SPREAD
OF 50 NM BETWEEN THE FORECAST LANDFALL POSITIONS OVER EASTERN CHINA.
BASED ON THIS GOOD AGREEMENT, THERE IS HIGH CONFIDENCE IN THE JTWC
FORECAST TRACK, WHICH IS LAID CLOSE TO MULTI-MODEL CONSENSUS.//

Soulik just made landfall in the Northern Fujian province... strong northeasterly Vertical wind shear very evident in this visible satellite loop
