Having been on the "firing line", I'd wait until the FBI lab at Quantico VA makes public a full description of the device.
I do recall reading about one like it, which had wires inside the straps; if there is any attempt to cut or remove the straps after the device is activated, the bomb goes off. A "no-win" all around, and a favorite of drug cartels, although first introduced by Marxist/Maoist guerrillas ("Sendero Luminosa", or "Shining Path") in South America.

It's a terrorist device...the terrorists and drug lords in South America are often one and the same, and it is used to get a hostage or victim to do some dirty work, then kill him/her in the process, thus instilling fear...which is what the game is all about.
The victim is unaware that the device cannot be easily disarmed, and dies in much the same manner as this pizza delivery guy, begging for help...sick, but effective.
