Earth reached perihelion today and is 3 million miles closer to the Sun then in July. Can you tell?

Yeah. However the angle of the sun has a much bigger impact on temp then being a few million miles closer. In June the sun is highest in the sky and that means the solar energy is more direct therefore its warmer in June then January.
